Update to 0.15.0

Attached see the update to v0.15.0 . The original author of py-khard does not
upload his versions to pypi anymore.

This patch switches to github as a master site and applies some fixes to make
it build on FreeBSD.

The build dev of gmake is necessary because the Makefile for man page
generation uses GNU make features.
