For commiter and sunpoet: "PDAL no longer depends on the GEOS library. However,
some polygon functions will not work if PDAL isn't built with a version of the
GDAL library that has GEOS support." 

I left the dependency on GEOS in LIB_DEPENDS, however this will force me to
modify GDAL to be able to have default options that can be used in our GIS
ports with rainer at .
