Hi,

Not exactly sure what the situation is here, but it seems like since updating
to 2019Q2's 2019.2.0 Saltstack that I am getting some new module deprication
warnings, and some hosts can run salt-call manually, but a targetting salt
test.ping seems to fail for some hosts.

Some of the logs:

www.some.host:
    Minion did not return. [No response]

[WARNING ] /usr/local/lib/python3.6/site-packages/salt/transport/ipc.py:292:
DeprecationWarning: encoding is deprecated, Use raw=False instead.
  self.unpacker = msgpack.Unpacker(encoding=encoding)

Since doing Q2, that deprication warning started, as well as some hosts not
returning. Any ideas?
