tshark package error since upgradeto wireshark 3.0

Hello!

Previously we could install the net/tshark package instead of wireshark 
- without the GUI dependencies. After upgrading to wireshark 3.0, we 
cannot pkg upgrade, as tshark has a dependency on wireshark, and if we 
remove the package we could not install it, either.

I think, in the net/tshark Makefile, this line is wrong:

OPTIONS_EXCLUDE=	GUI

and it should be

OPTIONS_EXCLUDE+=	GUI

instead.
