net-im/py-matrix-synapse 0.99.3 -> 0.99.5.2

The following patch upgrades net-im/py-matrix-synapse from 0.99.3 to 0.99.5.2.

This update contains numerous bugfixes and is probably the last release prior
to 1.0.0. I've updated the dependencies and added some documentation to the
package. This includes the upgrade notes, which are now also advertised in the
pkg-message in response to bug #238190. 

The package itself runs fine for me, so I hope that all is well. Feedback is
very welcome, as always. :)
