There should be menu items for a Library Manager and a Boards Manager but they
don't appear.  They're normally at the top of "Sketch->Include Library" and
"Tools->Board".

pkg info -Ix arduino18
arduino18-1.8.5_1

FreeBSD 11.3-RELEASE-p3

java -version
openjdk version "1.8.0_232"
OpenJDK Runtime Environment (build 1.8.0_232-b09)
OpenJDK 64-Bit Server VM (build 25.232-b09, mixed mode)

I also checked this on a fresh 11.3 system with a minimum number of
applications all installed from quarterly packages with the same result.
