patch to update devel/avr-gcc to 9.1.0 (obtained by svn diff)

The attached file contains svn-diff patch to update avr-gcc to 9.1.0.

It works for my projects and produces slightly better code than 5.4.0 (and has
better constexpr support).

However I'm not quite sure if the original port should be updated or there
should be a new port (e.g. devel/avr-gcc9) that is a reference to lang/gcc9.
