update to the patch to update to opencv 3.4.5

Some improvements on the patch.

- graphics/py-opencv3 made for allflavors as it provides library to python
(like math/py-numpy).
  Problem of conflict between (coming) 4.0.1 remains.
- Previous patch had plist issue with python 3.x.
- There is mutual dependency between multimedia/ffmpeg. So patch to
ffmpeg/Makefile is included.
- Changed to use USES=blaslapack and refined around options a little.
- Previous patch failed to include java examples.
