When a port has USES=pkgconfig and FOO_USES=pkgconfig the latter is a noop; it
would be nice if portlint complained. Examples:

    dns/unbound
    mail/dovecot
    net-mgmt/wifimgr
    news/pan

I only looked for "pkgconfig" but I'm sure these exist for other USES.
