libtap-1.12.0.patch

Update library to a newer, kind of maintained version
(https://www.shlomifish.org/open-source/projects/libtap/). This fixes compiler
warnings in headers and adds pkgconfig file.

Newer version of the library does not build static libtap.a. It works fine as
it is, but if static version is necessary in a package, I can try to patch
original sources to build static library too, but this not be trivial.
