Mark port DEPRECATED and set EXPIRATION_DATE

The upstream for www/py-django-keyedcache hasn't seen updates in a few years
and hasn't been tracking recent Django releases. It was originally a
sub-project of www/py-satchmo which has already been deprecated and removed.
