So I removed the perl port built as a dependency of the samba46 build, manually
went to lang/perl5.26 and built it separately. After that the Yapp build works.
I've had this happen on systems I've been updating recently but always thought
it was some cruft left over after removing packages. There's definitely
something funky going on with perl being built as a dependency of another port.
