py-validate_email.shar

Hello,

attached is the shar file for the Python package py-validate_email, which
verifies if an email address is valid and really exists.

Note:
The package can also check an email address against MX records. This feature
requires the package dns/py-dns (for Python 3+: dns/py-py3dns).

QA:
~~~
- poudriere (11.1-RELEASE amd64 + i386) for each py27 + py36 flavor -> OK
- portlint -> OK
Cheers
Kai
