shell archive of c2man port

c2man is an obsolete and unmaintained documentation tool that extracts comments
from C source code. Do not use this tool in new projects. The only reason for
it
to exist in FreeBSD ports is to allow building GNU FriBidi from a git snapshot.

I am not sure whether we can have an abandoned program added to FreeBSD ports.
Getting c2man work on FreeBSD did take me a few hours, so I thought it would be
nice to have it in FreeBSD ports to save time of people who need to build GNU
FriBidi from git.
