Use PREFIX/etc/dhcpd.conf by default, dhcpd_flags=""

Hi,

Thanks for reporting this issue. With the following patch dhcpd will start
using PREFIX/etc/dhcpd.conf by default and dhcpd_flags can be used for
additional flags.
