Update to v5.16.2 - Make libraries shared

Hello this updates osrm-backend to version 5.16.2.

It also sets the port up to compile with shared libraries instead of statics
libraries as per the suggestion by Yuri from my last update of the port.

Thus I have added:

* USE_LDCONFIG=         yes
* CMAKE_ON=             BUILD_SHARED_LIBS

to the port.

Other than that there's only a bugfix to the upgraded version:

FIXED #4909: deduplication of route steps when waypoints are used

This update has been through QA with poudriere testport on 10.3, 10.4, 11.1 and
12-CURRENT on amd64 as well as being deployed into production at $WORK.
