net-mgmt/snmp_exporter: 0.9.0

This updates the version of snmp_exporter in the shar to 0.9.0 and updates how
the port is built by the Makefile, using the TARGET-OPT-on features where
necessary.
It also no longer has the GENERATOR option enabled by default now.
