update devel/wandio to 1.0.5

Update devel/wandio from 1.0.3 to 1.0.5

Also change license from GPLv2 to LGPL3+. As noted on the official home page:
"From libwandio 1.0.4 onwards, the libwandio source code is licensed under the
LGPL v3" -- https://research.wand.net.nz/software/libwandio.php
