Diff between py-matrix-synapse 0.28.1 and 0.31.1

This patch should update the net-im/py-matrix-synapse port from 0.28.1 to
0.31.1. The latter version fixes a security issue (see [1]) and introduces
net-mgmt/py-prometheus-client (see [2]) as a new dependency. Tested the new
port on my instance and things seem to work fine[tm].

I've also added my email-address as maintainer and would supply updates in the
future if that's ok.
