creates devel/py-cheetah3

I found that devel/py-cheetah did not work with Python 3, so I created
devel/py-cheetah3 which is working here

Attached is a diff.

nivit is maintainer of devel/py-cheetah

If nivit wishes to be the maintainer of the new port, I am happy with that.

If not, I will be the maintainer.
