updating to 3.2.1

Major changes from 3.1:
* license changed from GPLv3 to BSD3CLAUSE
* no headers & libraries installed
* "dummy" implementation has been removed

The port now strictly requires SSE2 or Altivec instructions.
Tested with portlint & poudriere testport (11.1/10.4 amd64/i386).
