patch from HardenedBSD/hardenedbsd-ports to build with libressl 2.7.4

security/py-cryptography: 2.1.4 fails to build with current LibreSSL 2.7.4. See
additional patch.

With this patch branches/2018Q3 at 474379 and svn_head at 474396 builds ok.
