I feel that the last paragraph already includes what you are saying, so I do
not feel like there is a need to add one more thing to this list of *examples*.

The porter's handbook WILL NEVER be a ISO9001 certified book where all possible
cases are spelled out in length.  It is a guide, explaining the rules, and
giving examples where required. It does, however, requires that the committers
to understand all those rules, so that they can apply them, and correct
porter's submissions when needed.
