[PATCH] net/torsocks: fetch distfile from official repository

I removed the USE_GITHUB stuff and pointed the MASTER_SITES to fetch this
port's distfile from the official repository hosted by The Tor Project. while
here, I also added the LICENSE_FILE and followed chap 15 of porter's handbook
(Order of Variables in Port Makefiles).

kept other stuff in the Makefile as is, like the 'echoes' after building the
source and the additional 'check' target.
