patch to update devel/rubygem-jeweler to 2.3.7

Please see attached patch. Also, I'm wondering if we should deprecate this
port, given the message here:

https://github.com/technicalpickles/jeweler

about it being in maintenance mode. And perhaps we should create a port for
it's successor, juwelier, if anyone is interested. What do you think?
