update 1.23.4 -> 1.23.6

Hi, I send a patch to update recoll from 1.23.4 to 1.23.6 version.

Minor changes have been introduced, some of them suggested by portlint:

* SHEBANG_FILES has been expanded to more python filters
* configure no longer need --enable-pic
* Substituted spaces by tabs
* Added install-strip
