patch to update the port

- Update 0.061 -> 0.062
        Changes: https://metacpan.org/changes/distribution/PPIx-Regexp
- limit portscout to only stable versions, 
        which are numbered here without underscore symbol.
        E.g., version "0.061_02" is non-stable.
- "portlint -AC" just warns about non-empty $FreeBSD$ tag.
- testport of poudriere 3.2.99.20180601 runs ok at 11.2-release-amd64, perl
5.26.2
- Buil-in perl tests in a clean jail say: "PASS".
