patch to use Django 1.11

Use Django 1.11 for www/py-django-paging instead of end-of-life Django 1.8

Builds OK on poudriere 12amd64 , import is fine on Python 2.7 (Python 3.6 gives
a syntax error, so mark it as python 2.7-only for now).
