patch to use Django 1.11, deprecate

Update www/py-django-livesettings to use Django 1.11 instead of EOL Django 1.8

Note that according to https://wiki.freebsd.org/Ports/Django , this port
depends on the removed port www/py-django-keyedcache

Builds OK in poudriere 12amd64, import OK on python 2.7
