patch to update the port

- Update 1.800201 --> 1.9
- bump PORTEPOCH
- add LICENSE_FILE
- add PORTSCOUT=ignore:1.800201,1.8002
- switch configure stage to modbuildtiny

- "portlint -AC" just warns about non-empty $FreeBSD$ tag.
- Tested with poudriere 3.2.99.20180328 at 11.1-release-amd64 with perl 5.26.1
- Buil-in perl tests in a clean jail say: "PASS".
