update gpsbabel to 1.5.4

attached patch updates gpsbabel to 1.5.4.
It passes poudriere and "works for me" (still pulls tracks from my Garmin).

Note removed (superseded by upstream) and added patches - the string handling
changes have been adapted from upstream
