svn diff to upgrade to 0.38.2

gohugo has been updated to 0.38.2
(https://github.com/gohugoio/hugo/releases/tag/v0.38.2):

The attached svn diff brings this port up from 0.38.1 to 0.38.2

Change log:
 - Fix handling of the --contentDir and possibly other related flags
 - Fix handling of content files with "." in them
 - Set .Parent in bundled pages to its owner

Tested against amd64/i386 10.4-RELEASE, 11.1-RELEASE, 11.1-STABLE, and
12.0-CURRENT. Poudriere logs attached, and also found here for a limited time:
