This updates tile38 to version 1.12.0

There are some important bug fixes: 

 * Intersects returning nothing in some cases (@fils)
 * HTTP requests stopped working (@zhangfeng158)
 * Lotsa package not vendored

As well as the following new features:
 * Add Meta data to hooks command
 * Option to disable AOF or to use a custom path
