patch to update the port

- Update 0.037 -> 0.053
Changes: http://cpansearch.perl.org/src/WYANT/PPIx-Regexp-0.053/Changes

- remove 2 of build_dependencies as they are grand-children dependencies
anyway.

- add LICENSE

- add NO_ARCH

- "portlint -AC" just warns about non-empty $FreeBSD$ tag.

- Tested with poudriere 3.1.99.20171005 at 11.1-release-amd64 with perl 5.24.3

- Buil-in perl tests in a clean jail say: "PASS".

- Could take maintainership, as I am concerned about keeping this port up to
date, while it looks like being sadly neglected. Maintainership change is not
present in this patch.
