[Bug 217956] mail/sympa wrong create_db installed

The create_db scripts have been removed from sympa source because they are now
useless (for mysql, postgresql, oracle, … BUT Sybase)

As stated here: https://www.sympa.org/manual_6.2/database you have to create db
structure with:
# sympa.pl --health_check
