unbound rc script patch

The start_precmd() function in unbound's rc.d script does an && between running
unbound-checkconf and unbound-anchor. Problem is, unbound-checkconf returns an
error when the root.key doesn't exist, so unbound-anchor doesn't get a chance
to run and set up the key that the check is complaining about.

Perhaps the attached fix is acceptable?
