A simple grep on the port tree reveals that the following ports depends on
math/arpack:

cad/calculix
cad/elmerfem
math/octave
math/armadillo
math/scilab
math/freemat
science/mbdyn

On the other hand, only lang/julia depends on math/arpack-ng.

However, math/arpack and math/arpack-ng conflicts with each other.  This means
that lang/julia could not co-exist with the above ports.

Maybe consider switching from math/arpack-ng to math/arpack?  Or is there other
consideration?
