pkg-plist patch for databases/mariadb102-server

1. changed the package repository from `quarterly` to `latest`
2. `pkg install mariadb102-server`
3. `service mysql-server start` returns error complaining about missing file
named maria_add_gis_sp_bootstrap.sql

resolution: uncomment reference to this file in pkg-plist
