patch to update math/saga to 3.0.0

SAGA GIS version 3.0.0 is a major update. It has important bugfixes, new
features and some changes in its API.

Structural changes:
- Modules moved to Tools
- Scripting moved to Accessories

What the port update should do:
- Update from 2.3.1 to 3.0.0
- Add dependency science/libsvm
- Add USES=pkgconfig
- Sort USES alphabetical
- INSTALL_TARGET=install-strip


Tested with Poudriere (F10.3i/a, F11.0i/a, and HEADi/a).

'portlint -AC' is also fine.
