Update `deskutils/when' port to version 1.1.36

Current version in ports is not working:

    $ when
    Invalid range "y-a" in transliteration operator at /usr/local/bin/when line
2760.
    zsh: exit 2     when

This problem was fixed in version 1.1.36 of when:
https://github.com/bcrowell/when/issues/12

Attached patch updates the port to last version of when, and also
changes the master sites from which when is fetched, as I cannot put a
new tarball at current one ("local distfiles").
Let me know if I must change anything in the patch, my main goal is
just to update to 1.1.36.

Update `deskutils/when' port to version 1.1.36

* Fetch distribution files from git repository listed on project
  homepage instead of "local distfiles";
* Update to version 1.1.36;
* Remove `do-install' target so that man page is built through upstream
  Makefile (previous distribution files included the built man page);
* Declare the port as being architecture independent.
