For future reference, I created this patch using:

git diff --no-prefix HEAD~..HEAD > sysutils_goss_0.3.4_1.diff

After committing atop a git-svn checkout of the ports tree configured more or
less as described here:

https://wiki.freebsd.org/GitWorkflow/GitSvn

Note: I had to use svn://svn.freebsd.org/ports rather than
svn+ssh://repo.freebsd.org/ports as the SVN source because I do not have SSH
access.

If there is a more preferable patch format, please let me know. It looks like
Bugzilla is able to provide a diff from this file, at least.
