update to Net_DNS2

dns/pear-Net_DNS expired on 2017-03-31, so convert its only consumer to use
dns/pear-Net_DNS2. Currently net/pear-Net_DNSBL builds but warns about using
pear-Net_DNS2. I've looked at the upstream website and there is a request for
this: https://pear.php.net/bugs/bug.php?id=18883

Also note that the last release of this port happened five years ago, so
perhaps it is due for removal? (it has no consumers)
