Thank you for the problem report and sorry on the delay.

pkg-static: rubygem-bundler-1.14.6 conflicts with go-tools-20170328 (installs
files into the same place).  Problematic file: /usr/local/bin/bundle

This error says that the problematic port is actually "devel/go-tools", which
installs a file that is owned by the "sysutils/rubygem-bundler" port.

The correct owner for this file is indeed the "sysutils/rubygem-bundler" port,
and not "devel/go-tools".

The problem should be verified to still be present, and if so, reported to the
maintainer of the "devel/go-tools" port.
