Proposed Mk/Uses/verbose.mk file

Changed value of VERBOSE_FLAG to V=1.

Need to note, that there are possible drawbacks in current implementation,
which, I guess, possible to solve with using approach used for OPTIONS or
MASTER_SITES defines (e.g. VERBOSE_VAR= foo:bar, VERBOSE_VAR_foo= MAKE_ARGS,
VERBOSE_FLAG_bar= V=1).
