cf-* binaries need to be present under /var/cfengine/bin. With
cfengine37-3.7.3_4 I get this error:

# cf-agent -K -f update.cf
   error: cf-promises needs to be installed in /var/cfengine/bin for
pre-validation of full configuration
   error: Failsafe condition triggered. Interactive session detected, skipping
failsafe.cf execution.
   error: Error reading CFEngine policy. Exiting...


Please correct me if I am doing something wrong. We could alternatively install
the binaries directly under /var/cfengine/bin then symlink them into
/usr/local/sbin.
