Adding the patch from Mike FABIAN

I am currently porting ibus-typing-booster, and I encountered an error already
reported by the author in m17n-lib.

The first chunck of the proposed patch is already part of version 1.7.0 in the
ports tree, but the other are missing.

The attached patch adds them.

Since I'm here, define the license and add missing xorg libs.
