I did some more experimenting with this today.

have upgraded a machine from 10.3 to 11.0 to test. The problem still exists.

I also changed the mysql filesystem from ZFS to UFS - again, the problem still
exists.

Finally, on the slae, I tried remoiving lots of my custom tweaks to buffer
sizes and log optiuons to go back tothe defaults. Again the problem still
exists.

In the test environment I have four machines, one a master, and three slaves.
All machines are using innodb, I can attach the slave config, or give you a
login on the slave machine where I have reproduced the problem. Everything
works fine with 5.7.12, upgrading a slave to anything after that and it slows
down drasticly - a few table inserts can cause it to be several seconds behind.

mysql is installed using 'pkg add' it was upgraded using 'pkg upgrade', and I
ran mysql_upgrade after doing this.

I have shown its not a ZFS issue, but I am suspicious that it is a FreeBSD
issue as if it affected other systems then surely I wouldn't be the only one
affected.

I will try this with a Linux machine this week though and if it turns out not
to be a FreeBSD issue then this can obviously be closed.
