Patch adding databases/pg_partman

This is a new port, built with PostgreSQL 9.4, 9.5, and 9.6, with each
PostgreSQL version and the pg_partman port being built with 9.3, 10.1, 10.2,
10.3, and 11.0 RELEASE amd64.

Partitioning functionality was tested partition a single PostgreSQL table of
300GB with 1.2 billion rows on 9.6. All seems to have worked well.
