Makefile and pkg-plist pathes

There're two bugs in the port:
1) MSQL option instead SQL. It brings to building the port without afsql
support.
2) scl/cim/template.conf file doesn't depend of JSON option, but use
format-json directive. It brings to syslog-ng cannot starting with default
config.

At last the 3.8.1 version is marked as a Stable (
https://www.balabit.com/blog/syslog-ng-hits-major-milestone-with-version-3-8-1-release/
). And I suggest move 3.8 version to stable port.
