There are two sides to this question:
- Yes, if we always receive shar for new ports, it would be very good
  and improve our chances to automate the process
- If there's a submission in non-shar-form, the committer working on it
  can decide if she accepts it.

Nudging the submitters is very helpful, in either case 8-), so thank you for
taking up this task!
